She's just trying to keep her options open. Seriously, if she really wanted to be with you she'd dump the guy. This same thing happened to one of my friends and he waited for her for like 2 years and finally gave up, met some other girl and started dating her and then that girl that told him she wanted to be with him broke up with her boyfriend and tried to go after my friend, who was now dating some other girl.
I think she's just one of those girls.
