my skill level is 7 and i cant buy level 5 boost and other level 5 upgrades, what can i do?

Skill level does not reflect on the exact same level upgrades you can get for your car. You need a higher skill level then the actual skill most of the time to get the upgrade.

skill level doesn't mean you can upgrade to that level in everything, you just have to take the upgrades that are possible at the time.
