Ok, Let's start off with numbers. I'm going to throw out here about every number I've heard and know has worked to what I have personally used.

Ok, Now that numbers are covered. We can move along.
First off, the easiest time to hit someone is when they're not at home (so always remember to log out after everything you do).
When doing a HI, don't waste the time trying to hit down. No one's quite going to get into that one, and it's not usually worth it anyway. What you want to do is find people above your nw. If they're within double, you should be ok. Don't try hitting anyone too close to your nw either, you can do it, but move to someone close to 150% your nw. If you're going for someone online, you can hit pretty much anyone if yer nw is over 10-15 mil.
If possible, hold off doing HIs until you get levelled up. 19 was always ideal for me, but give or take a couple should work.
If you try to hit and miss, go back right away and try again. Try changing up combos each time you try, they don't have to change much. Don't keep trying, if you miss 4 or 5 shots, move on to someone else. You'll eventually figure out a good NW range above you you can HI. Same thing goes for offline, just don't try going too far above you (close to the max you can hit, nor too close to you either; again, you'll figure this out with time)
This basically goes into timing. Everyone is different. Watch the clock as you go back and hit. It should be between 3-8 seconds or so. Each round it seems to change as well. The time resets when you log out, if you get a hit within the first couple tries, log out, and back in, wait about one to two minutes and should be good for another. You can always try to hit again right away, but won't be as accurate, it's all up to you with learning and experience.

Since this is a tutorial. I might as well teach you all how to dyno-tune your car to 100%.
It's actually quite simple. You want the dots down the middle in a straight line as I hope you already know. So if you're turbo and N2O, you want a line down the 2 in 12.5.
Each dot basically represents three numbers. Move each dot to the middle and move up 1 number at a time until the dot goes to the next line. Then, subtract two from each dot, and it should but you right dead in the middle.
All that should be left from there is your spark-plug gap, which will be easy enough to find.

timeing is all about your HI going through at specific times on the on the countdown clock
so for me i wait till right when it hits 01 (in seconds) then hit enter so it will go through on 00, 80% of the time i will get the HI but i also make sure that it is a good time to HI, you can tell this by other people HI'ing or from exp of knowing what hours you usually get HI's on.
Most of my HI's were either late in the hour (47 minutes on till 4 minutes after) or right in the middle of the hour (25-34 minutes) now generally you can HI at any time but however there are certain times when the computer will reset and you can just HI like crazy, the trick is finding those times and you never know for sure when it will happen.
now if you are getting caught alot that means that your timeing is off by like .5 seconds so you are really close... if you get cuaght the first time hit right back with the same number and most times you will get the HI
So lets say the guy is online racing... your first attempt at 01 is 154/221 you miss or get cuaght then what you want to do is at 55 seconds hit with 5/0 then right at 51 seconds hit with 154/221 again and you should get it.... now many people will find different times that work better for them but most HI's are 5 seconds apart, or 3 seconds that is your timeing is how close between HI attempts you are matched with what time it is...
Still with me? lol sorry just writing this as i go kinda confusing i'm sure.... but now onto offline HI's which is my specialty
OK so offline HI's are much like online HI's except all the numbers are ass backwards for their status being at home... however any other status is just normal numbers as if they were online...
basically all the timeing is the same, for me i have to times i will HI offline the one listed above and also i will start at 32 seconds with my first attempt and then hit back right away as fast as i can which is usually at 29 seconds.... so lets say you are HI'ing menslayer666 offline becuase he is gay... waht you want to do is set up the numbers 183/142 then right at 32 seconds hit the button, say you miss hit back right away as quick as you can with 183/127 then you should get it if not wait till 01 and start the process over again... most of my offline HI's were on even minutes... not sure why but they were i had 20 of them last session with those two numbers listed, and yes that is more offline HI'ing than anyone else in the game.... lol

*Okay, online HI's:
Say your Networth is 2 million. Your ideal target would be someone with a Networth no more than 10 million. If your Networth is 10 million or more, the sky is the limit. It's easiest to hit someone no more than 10 million over you, but possible for anything if your skill level is high enough. The higher your level, the better. Skill Level 19 is a great level to HI at. Anything higher is even better. Never try and HI below you, its possible, but that's information I'll never give out because only the best can do.
Okay, say a guy is online racing and in your HI range. First put in 154/221, if you miss, hit back and use 152/233. If you miss, hit back and use 235/360. If you miss, use 135/231. If you miss with all of those, move on to someone else. Networth does matter. I've gotten 17 HI's in 1 day before, but I've also gone all night without 1. Getting down the right Networth helps a lot. That's something you will learn to judge in time. Just pay attention to what your Networth is and what their Networth is when you hit them. Figure the difference and log it. Then try again on someone the same Networth difference. Keep the same strategy.
Logging your Hits. Just follow this little List:
1) Open up Notebook (Or any other place you would like to put it)
2) Put down the Success
3) Put down the Networth Difference before the hit
4) Put down the number of tries it took you
5) Put down the status you hit them at.
6) Put down the number you used to hit.
7) Put down the Time as you hit them.
8) Then after you have about 5 in 1 round, look and try to notice a pattern. Once you find a pattern, then stick with it. That will be the most successful Timing for you.
*Okay, the daddy of all, At Home HI's:
Networth difference is the same for offline as it is with online. Finding the right Networth difference is important. If my Networth is below 10 million, I don't try anyone 13-14 million over me. If you're Networth is 15 million or higher, try to go for someone 17-19 million above you. Okay, first put in 133/233, if you miss, hit back and use 235/369. If you miss again, wait anywhere from 3-8 seconds and use 133/233 or 235/369. Timing is different for everyone. It takes practice to find yours. 133/233 works best for online at homes and 235/369 for offline at homes. If you miss with all of this, sign out and sign back in and try someone else. Wait 5 minutes before you try someone else though. Usually if you miss someone, try someone about 2 million under the guy you just tried.
*Timing Cont.
Also, watch the game countdown clock. I hit best when the seconds are between :58 - :50, :26 - :20, or :08 - :00.
***I'm adding to this as I go, so it might not be in order. When I think of stuff, I've been just adding the info as I go***
I know some of you have heard about the 15 minute-timing thing, it is bullshit. You can HI any hour of the day with the write # and write timing. When you do HI someone you can hit back and try again, about %60 of the time, it will let you HI the same person again. Wait about 5-8 sec. also, if you hit on the 1st or 2nd try, log out, sign back in and wait 2 min. 90% of the time you can hit the same person within 2 tries again. If it works, sign out, back in and wait 1 min and try again. If you are trying to HI someone and you miss like 4 times. Stop and wait about 30 min and try again. DONT FORCE AN HI.
Side note - I can tell you everything there is to know about this game, but it is different for everyone. I have helped many people in this game and given them the same info I'm giving you. It works for them, but they do change the # sequence and things like that to their liking. If this doesn't work for some reason, change up the # sequence. Sometimes you might want to try 3 #s, then sign out and back in and try again. Just play with it. It does take practice, but you will get it.
*Working
This section is for the non-HIer's...
*****IMPORTANT - your win/lose ratio determines how happy your models will be. 0.61 is perfect. Your models wont get too happy to where you cant recruit more, but they will get happy enough when it comes to working them.
When the game starts and you have 5k br, it's hard to get started. What I do is cruise w/o a car for about 200 credits, then again for 100. After that, it will tell you that you need to raise your pf. you should get about 120 models. Work them a few times and get a little Networth. Then buy a car and buy a few PF parts (boom system, headlights, whatever), then cruise for more models. You can keep cruising without a car, but you will have to lose some models before it will let you get more. The more models you have and the happier they are, the fewer models you will get when you cruise.
Okay, once you hit about 30k, or close to it, buy a 96 land rover. This car gives the most Pimp Factor. With 160k Bankroll, you can buy all the parts and have an 862PF with all the right parts. Then cruise for 10 credits at a time over and over and you will get around 34-37 models for every 10 you cruise. Just put in 10, and keep clicking cruise, don't let the next page load. Do the math to determine how many clicks to do for 1k models (1 click = 35models) stop at 1k models though b/c it will tell you to raise your PF after you hit 1k. Just keep working that until you get enough Networth to where you can start recruiting.
Once you have a nice Networth, around 20mil or so, maybe less, get someone to cruise on his or her account for you and just recruit from them. Have them buy a rover and just cruise over and over. I use about 60k per recruit, you get about 100 models, depending on how happy yours and his are. Again, just put in 60k and keep clicking recruit. You can get about 18k models with 4500 credits. As they cruise, recruit from them. Just make sure you keep sending them races every 4 min so they don't get CJ'ed (you cant get CJ'ed if you have a race pending). At a low Networth like 10-20mil Networth, you can make about 15mil Networth with 1k credits. Try and get them as happy as possible. The happier they are, the more money they will make for you. As you race the person you are recruiting from (the person cruising for you), your model happiness with go up and down a little (about 5% a race) make sure you stop racing on the race that makes it go UP 5%. After you get your models, sign out and have someone race you offline and you win. Usually your models jump about 10% when you win an offline race.
After you get your models to ATLEAST 80%, 75% will do, the like I said, the happier the better, work 1k, if they stay, sign out and sign back in. then recruit from someone another 300 models or so, then work 1k twice. Put in 1000 and click work twice. If they stay, log out, back in, recruit another 200 or so and do the 2-click thing. Keep doing this until they leave. With a .61 w/l ratio, you should be able to get at least 6k credits worth or works. If they are like 90% happy, you can get a lot more. I've gotten 10 works with 15k models when they were 90% and made almost 300mil.
*Tuning
Most of you must have noticed that everyone has the same car. Fastest cars are now low weight rear drive cars. That is the MRS in this game. I could tell you what parts to use, but maybe the parts will change, so you better know how to figure out the best parts. So how to start; PR is very important, so how to get the max pr out of your car. You need a supercharger and nos. Instead of a Supercharger you could also take a turbo, which gives less pr but is about as fast on the track. Best way to figure out the parts is to build it when it's not fully upgraded, that would make it too expensive when you make an error, so always setup your car without upgrades for boost nitro etc. You could however buy security levels at this point to prevent your carefully tuned machine being stolen. Install a part you think is best, and then go to your garage and check PR, usually it is not 100% so you have to divide the actual PR with the % that is behind. So PR 200 (75) will have a 100% PR @ 200/0.75 = 266.66. When you install SC A and it gives you 210 (0,80%) and install SC b that gives 175 (60%) SC b is the faster part (175/0,60 = 291.67 and 210/0,80 = 262.5). This you can do to all parts. Just see what gives you most PR.
For handling just look at the handling rate when it goes up when you install it, same as pimp. Some parts give better handling but less pimp, it's up to you what you prefer. I would say [censored] pimp cause it's better to steal models anyway.
OK, now that we have setup a car with most PR, we can go to dyno. Remember, the car still isn't upgraded for boost nitro etc. For dyno, we all have sc and turbocharged cars, so we have to set them up at the dot under the 12.5. So first try to line them all up under there. So when they all are under the 12.5 add 1 to ALL and do that until every single line jumps one dot. If a line jumps, don't change that line and continue with the other lines. In the end you will have them all off by one dot. Then subtract 2 from all lines and they will be exactly right. Usually, that doesn't give you 100% Power Rating, that's when the sparkplug plays it's part. Just change it by lowering the spark by 2. You can change your interval with changes of one when you are close. This way you will be able to get it to 100%. Sometimes the spark plug has to be that low, that you can't get 100%, you can lower the spark to 22 if needed, the minimum of 26 is not correct. Even then it could happen that you won't get 100%. Then it's up to you if you stick with 99.9% or sell that SC and nitro and install new ones. Then you would have to dyno tune all over again but you will be able to get to 100%. If spark is [censored] up, I usually don't do that; only for WWWIII I would make 100%.
OK, when your car is 100% you could upgrade it in the tuner shop to the maximum. When you do that just click all lines and hit enter, hit back to continue with next upgrade. After you have done that, you go to dyno once more and click the button once, which will give you your 100% back
*Let's Test N' Tune.
You can read all tutorials you want, but you only have to look at the 60ft time. Just do it box by box. So, to start, go to box one and add 2 to the number or lower it by two. Check what gives you a lower 60ft and go in the direction, which is faster. You will notice that at a certain point it will go slower again, then it's time to fine tune. Just up or lower the number in the box by one to see the lowest 60ft time. Usually when the best setting is at 33 32 and 34 will give about the
Same 60ft and 33 will have the fastest. Do that to all lines, but camber, the last box is 0 anyway. Maybe they will change that in future games you could try that out.
After you have done this, your car will be [censored] fast. Only pink with your car though when you can afford it and remember to copy and paste your garage to notepad and save it in case you lose a pink race or your car got stolen.
*Status
Please be sure to click "Log Out" in the top right hand corner of you screen. If you just click the "X", you will stay in the status you were last logged in as.
*Crews
I have been in the winning crew for 5 sessions now. Why? Because we stick together. Great crews consist of thieves and workers. The way it is setup now, you need to get a couple top guys in your crew b/c they are the ones who are going to work the most. I have run with the best people and we have always stuck together. Get to know someone before you invite him or her to your crew. They could just be there to hurt you. Friends are hard to find in this game, but there are a lot of good people in this game. Just win as many races as possible to get crew models. Keep your car tuned and only race people who you know you can beat. Also, if you send someone a crew battle and they dont accept or decline, you will lose the 25k it took to send the challenge. So setup the crew battle before you send or you will just hurt yourself and your crew.
*Experience
Whoever jumps in the first couple of days is going to have the most experience, but they get the most exp from racing the guys with the lowest Networth and lowest level. So you can either jump in Networth the first couple of days and do it that way, or just Spam the top 3 guys and build exp that way. Stay at level 1 until you are ready to level. Level 20+ is best for HI'ing, that's about 350k experience, so it won't take much. More than that will only help in crew average skill and racing people.

Hey, im amped8000 and i've been playing MC since february,2002. I have heard alot of stuff in my time here, and i've tested it out and seen what really works and what doesn't. So here are all of the things i have found out are true in the game, on every aspect there is.
First, we'll get into easy stuff like what car to buy, how to tune it, best parts etc.
How to know what car to get: This is easy, it first of all depends on your budget. If you have a low NW and cant afford a good car, go for one that is appealing to the aspect you wish to pursue. Most people start out with a 77 cobra because it is the cheapest. However, if you wish to be a worker, this is not a good choice. The best car to start out with to race is hands down the cortina. It is light and cheap, making it a fast affordable car.But if you wish to be a fast racer and win money races or pinks, you will want to get a MRS as soon as you can afford it. When they change the car stats it will be different so go with the car that most ppl have. But right now it is the MRS, so if you get that and build it up right, you can make alot of money. If you want to cruise and then work to build NW, it is better to cruise and work without a car until you can afford a toyota MRS (19k). After that keep crusing and working until you can afford a range rover. Get the cheaper rover (66k). It is the best car for cruising because it can have after market parts that can make it the highest pimp factor car in the game. Pimp factor means you will get more models when you cruise, meaning more calendars, meaning you can make more money.
How to know what parts to put on: ok below are the 2 types of cars, and what kind of parts are best for them:
Pimp car: Get all stuff on the right side first. Don't get tail lights because they lower your PF, but get everything else that is available for your car. When you go to get underglow, get the SHT not the fast and the furious underglow. Depending on your car, this stuff will make it better for cruising because these parts make your PF higher.
Racing car: The stuff on the left side. Get all the parts available for your car. The most expensive ones will help your power rating the most (besides the charger). That leads to another point. Always get the super charger instead of the turbo charger. It has a lot more power rating. Anyways the best supercharger is one of the more expensive ones but not the most. For most cars it is either the powerdyne or the c-sped racing. Other then that get the most expensive parts available.
How to dyno tune your car: First you want to make sure your car is FI (force induced). All you have to do is line up the green dots at the number 12.5. ou do this just by experimenting ( i usually put them all at 85 and then move them around). Leave the spark plug unless you really want it to get to 100% and then just move the number up and down by 2 until it gets perfect.
How to tune: Adjust the numbers by either 1 or 2 until your car starts to go slower. If it goes slower, adjust it back to what the numbers were right before it went slower. This should get your car perfectly tuned.
Here is an agenda that my crew will be using, just to give you an idea of what to do and how to keep on track:
First Week: Race and get exp. Try to get your NW to 20k by the Sunday of the first week.
Second: Continue getting exp, i want everyone to have 2.5 mill by Midway, and at least 4 mill NW.
Midway: Send me your exp stats. Level up
Third Week: Continue working to build up our cbr. Everyone should be level 24-26+. We will start doing crew races with fake crews i will have set up.
Last Week: I will have certain skills for you each to master. I will help you perfect these skills. They will be used to cut the legs out from our opponents. We will continue crew bank roll and races this whole week in order to be top crew.
Ex: Some will learn how to HI our enemies, some will learn how to CJ and steal, and some will learn how to recruit and work our enemies models.
That is designed for my crew so we can win. You may want to adjust it to fit your needs but it is just an outline of how much exp and nw to get to level up and start doing thefts. Which will bring me to the next part of this guide.

The following are from Raikkonens guide, i will only put the stuff in there that i know are true from his guide.
There are major parts to a Home Invasion.
All are equally important.
1. Level(you must be 19+ for good success rates)
2. NW Difference(I'll get into this in a moment)
3. Timing(This requires much explanation)
4. Numbers(see above)
Lets get right to it. Timing is a very difficult part to master.
Its taken me a while to do so. But once you get it right, HIs
get easier and easier.
First off, you must check to see if the so-called "HI timer"
is on. There are a couple ways to do so. My favorite which I
got from another person I know, is to try the numbers 5/0.
If you get caught first try, don't go any further. The timer
is on, and you won't get anything. The other way to find out
is not necessarily a good one. If you try on someone 4 times
and you have no success, 99% chance that you won't hit at all.
I reccommend trying 5/0 first though.. its just easier.
Now comes the second part of timing... the individual hit
timing. I've heard from some people that you should wait 3-8
seconds in between each attempt. My numbers I always find to
work the best are 6 seconds in between each attempt. What this
means is, your first attempt, say with 5/0, after it says
"Your attempt has failed...." you push back, and look at the
MC Clock. Wait 3-8 seconds on this clock, and try again. If
you fail, do the same until your fourth try. If nothing,
then you log off and on, and try again later.
If you hit someone, wait 5-8 seconds and hit them again, you have a 70% rate of having another successful hit.
Now, if you miss someone, log off immediately, and then get back on.
Wait 1-2 minutes on the MC timer, and go after that same person,
NO MATTER WHAT they are doing (racing, tuning, at home.)
There's about a 60% chance you will be able to hit them again.
Last but not least, NW Difference. This is basically plain
and simple. If you are under 10 million NW, try to stay
away from going big. Your chances are a lot less than if
you go for someone in your range. When I say your range,
what that basically means is this. No matter what your NW,
A general guide is to go after someone approximately double
your NW. i.e.: if you are 2.3 million, anyone 4-5 million is
a good target for you.
However, once you eclipse 10 million NW, the sky is the limit.
Its still a good idea to stay in your range, but you can test
the high up ppl
I have changed only a few things from raikkonens guide because it is very good and it works. But some things he was confused about and did not write them how they are meant to be. Therefore i changed them so you guys would not be confused.
Stealing Cars: ok here are the best numbers for stealing cars. Also try to be skill 20 or so.

I put the star because that is the best number or number combo that i have found. Let me clear it up for you. Use 104/108. If it fails, try 204/216 and it should work. If not log off try 104/108 again. It usually will work if you know your limits.
NW Difference and status: Ok always try to steal a car of someone double your NW, at home or at work, on or offline. This info and the numbers are all you need to know for stealing besides this...never try more then 3 times on one person. If you dont get them in 3 tries dont bother because you cant get them at that time.

say your nw is 2mil , your ideal target would be someone with a nw no more than 10mil. if your nw is 10mil or more ,the sky is the limit. its easiest to hit someone no more than 10mil over you , but possible for anyhting if your skill lvl is high enough. the higher your lvl , the better. 19 is a great lvl to HI at. anything higher is even better. never try and HI below you , its possible , but thats information ill never give out b/c only me and 1 other person can do it.
ok , say a guy is online racing and in your HI range. first put in 154/221 , if you miss , hit back and use 152/233 , if you miss , hit back and use 235/360 , if you miss , use 135/231. if you miss with all of those , move on to someone else. nw does matter. ive gotten 17 HIs in 1 day before , but ive also gone all night w/o 1. getting down the right nw helps alot. thats somehting you will learn to judge in time. just pay attention to what your nw is and what their nw is when you hit them. figure the diff and log it. then try again on someone the same nw diff. keep the same stradegy.

nw diff is the same for offline as it is with online. finding the right nw diff is important. if my nw is below 10mil , i dont try anyone 13-14mil over me. if your nw is 15mil or higher , try to go for someone 17-19mil above you. ok , first put in 133/233 , if you miss , hit back and use 235/369 , if you miss again , wait anywhere from 3-8 sec and use 133/233 or 235/369. Timing is diffrent for everyone. it takes practice to find yours. 133/233 works best for online at homes and 235/369 for offline at homes. if you miss with all of this , sign out and sign back in and try someone else. wait 5 min before you try someone else though. usually if you miss someone , try someone about 2mil under the guy you just tried.

also , watch the game countdown clock. I hit best when the seconds are between :58-:50 , :26-:20 , or :08-:00.

i know some of you have heard about the 15min timing thing , it is bullshit. you can HI any hour of the day with the write # and write timing. when you do HI someone you can hit back and try again , about %60 of the time , it will let you HI the same person again. wait about 5-8 sec. also , if you hit on the 1st or 2nd try , log out , sign back in and wait 2 min. 90% of the time you can hit the same person within 2 tries again. if it works , sign out , back in and wait 1 min and try again. if you are trying to HI someone and you miss like 4 times. stop and wait about 30 min and try again. DONT FORCE AN HI.
side note - i can tell you everything there is to know about this game , but it is diffrent for everyone. i have helped many people in this game and given them the same info im giving you. it works for them , but they do change the # sequence and things like that to their liking. if this doesnt work for some reason, change up the # sequence. sometimes you might want to try 3 #s , then sign out and back in and try again. just play with it. it does take practice , but you will get it.

*****IMPORTANT - your win/lose ratio determines how happy your models will be. 0.61 is perfect. your models wont get too happy to where you cant recruit more , but they will get happy enough when it comes to working them.
When the game starts and you have 5k br , its hard to get started. what i do is cruise w/o a car for about 200 credits , then again for 100. after that , it will tell you that you need to raise your pf. you should get about 120 models. work them a few times and get alittle nw. then buy a car and buy a few PF parts (boom system , headlights , whatever) , then cruise for more models. you can keep cruisin w/o a car , but you will have to lose some models before it will ;et you get more. the more models you have and the happier they are , the less models you will get when you cruise.
Ok , once you hit about 30k , or close to it , buy a 96 land rover. this car gives the most PF. with 160k br , you can buy all the parts and have a 862PF with all the right parts. then cruise for 10 credits at a time over and over and you will get arounbd 34-37 models for every 10 you cruise. just put in 10 , and keep clicking cruise, dont let the next page load. do the math to determine how many clicks to do for 1k models (1 click = 35models) stop at 1k models though b/c it will tell you to raise your PF after you hit 1k. just keep working that until you get enough nw to where you can start recruiting.
once you have a nice nw , around 20mil or so , maybe less , get someone to cruise on their account for you and just recruit from them. have them buy a rover and just cruise over and over. i use about 60k per recruit ,you get about 100 models , depending on how happy yours and his are. again , just put in 60k and keep clicking recruit. you can get about 18k models with 4500 credits. as they cruise , recruit from them. just make sure you keep sending them races every 4 min so they dont get CJ'd (you cant get CJ'd if you have a race pending). at a low nw like 10-20mil nw , you can make about 15mil nw with 1k creidts. try and get them as happy as possible. the happier they are , the more money they will make for you. as you race the person you are recruiting from (the person cruisin for you) , your model happiness with go up and down alittle (about 5% a race) make sure you stop racing on the race that makes it go UP 5%. after you get your models , sign out and have someone race you offline and you win. usually your models jump about 10% when you win an offline race.
after you get your models to ATLEAST 80% , 75% will do , the like i said , the happier the better , work 1k , if they stay ,sign out and sign back in. then recruit from someone another 300 models or so , then work 1k twice. put in 1000 and click work twice. if they stay , log out , back in , recruit another 200 or so and do the 2 click thing. keep doing this until they leave. with a .61 w/l ratio , you should be abel to get atleast 6k credits worth or works. if they are like 90% happy , you can get alot more. ive gotten 10 works with 15k models when they were 90% and made almost 300mil.

Most of you must have noticed that everyone has the same car. Fastest cars are now low weight rear drive cars. That is the MRS in this game. I could tell you what parts to use, but maybe the parts will change, so you better know how to figure out the best parts. So how to start; PR is very important, so how to get the max pr out of your car. You need a supercharger and nos. Instead of a sc you could also take a turbo, that gives less pr but is about as fast on the track. Best way to figure out the parts is to build it when it's not fully upgraded, that would make it too expensive when you make an error, so always setup your car without upgrades for boost nitro etc. You could however buy security levels at this point to prevent your carefully tuned machine being stolen. Instal a part you think is best, then go to your garage and check PR, usually it is not 100% so you have to devide the actual PR with the % that is behind. So PR 200 (75) will have a 100% PR @ 200/0.75 = 266.66. When you install SC A and it gives you 210 (0,80%) and install SC b that gives 175 (60%) SC b is the faster part (175/0,60 = 291.67 and 210/0,80 = 262.5). This you can do to all parts. Just see what gives you most PR.
For handling just look at the handling rate when it goes up when you install it, same as pimp. Some parts give better handling but less pimp, it's up to you what you prefer. I would say f$%ck pimp cause it's better to steal models anyway.
OK, now that we have setup a car with most PR, we can go to dyno. remember, the car still isnt upgraded for boost nitro etc. For dyno, we all have sc and turbocharged cars, so we have to set them up at the dot under the 12.5. So first try to line them all up under there. so when they all are under the 12.5 add 1 to ALL and do that until every single line jumps one dot. If a line jumps, don't change that line and continue with the other lines. In the end you will have them all off by one dot. then substract 2 from all lines and they will be exactly right. Usually, that doesn't give you 100% PR , that's when the sparkplug plays it's part. Just change it by lowering the spark by 2 . You can change your interval with changes of one when you are close. This way you will be able to get it to 100%. Sometimes the spark plug has to be that low, that you can't get 100%, you can lower the spark to 22 if needed, the minimum of 26 is not correct. Even then it could happen that you won't get 100%. then it's up to you if you stick with 99.9% or sell that SC and nitro and install new ones. Then you would have to dynotune all over again but you will be able to get to 100%. If spark is [censored] up, I usually don't do that, only for WWWIII I would make 100%.
