Port & Polish Upgrade Bug

I just bought a Skyline to see if it'd be better than my Silvia but evertime i try upgrading the port and polish on the skyline it keeps saying it has upgraded but it never shows it has. I can sit there for minutes trying to upgrade it and nothing happens...anyone know how to fix that?
