You can buy the handling parts, and I always do, but they are saying unless you are going for top IDE. You do not really need to focus on having it tuned 100%. Nobody wastes the credits to do that really. Go for PF when getting your car ready...and at that the top PF parts only add a few more PF so its not that much of a difference either.
