This isn't a glitch.
It's based on realism. Any car can break down at any point. The lower it gets, the higher the probability. Your car can break down 5 times in a row at 99%, and that's just bad odds. Spread out over the course of time though, it should only be breaking down around 1% at 99% reliability.
