ITs called being a sleeper. A person will upgrade just enough to have decent power and tune their car. The only way to tell what level he is is to check what it says after he's raced. I'm not sure the exact level it changes for the middle 2, but I know the 1st and last:
amature = 1~4
handle their vehichle = 5~8
pro 9~15
unstoppable = 16+
