I believe this is a bug. Low-down: I did not switch tires, nor did I level up in-between any of these races. I just kept on spamming

The "bug" here is that...when I was racing SpiderMan, I ran 18s. When terios raced me, I ran 16s. How is this possible?

you will never hit the same times you hit the last round ... sometimes you might get a bad launch or something rather ....
