i think it means that any, "vet" caught staying behind in levels just to get the flags again won't get them. but black is an old player, not a, "vet" per se. therefore, he deserves those damn flags. level 21-30 IDE has a lot more competition than 31+ as said before and therefore he worked hard for them and should get them.

to win the game all you have to do spend a lil and cruz and work !!
simple as shit !!

Great way to run a game ray ... pat yourslf on the back.
play your own game like you said u would ... go for IDE ..then tell me a "vet" shouldnt win it ...
