Dyno tuning questions

On Cartman's tuning thread, he says NA cars should tune to 13.5 and FI cars should tune to 12.5. I just bought a level 8 Porsche 911 and noticed that my Porsche, Dodge, and Honda cars all go to about 12.7 before the 1000 rpm mark. So far, I've tuned my Dodge and Honda to stay level with the 12.7 level from 1000-9000 rpm and fix the spark plug a bit and I get to about 97-98%.

So, is what I'm doing correct, or should I go lower (with respect to the 0-1000 rpm line which is at 12.7) and tune at 12.5 for FI cars and go higher (with respect to the 0-1000 rpm line which is at 12.7) and tune at 13.5 for NA cars?

you should follow the 12.5 and 13.5 to achieve 100% dyno tuning. If you dont care about 100% it doesnt matter what you do, as long as your close
