Since people are mass filling there garage, an option should be brought in to boost cars from the garage and with that the option to organise a boosting raid where you can steal as many cars as you can if you are successful. So maybe 30% of cars from the garage like the HI rule.

Thats about the same as a normal HI, where you also steal carparts that are stocked in the inventory. It would be the best solution to this problem.

The only problem with this is if it comes to be, everyone will fill their garage with 2500 cobras or 3400 CRXs
