actually i had it too and i think it happens based on the amount of power you are trying to dyno. I had about 1100 power and was dynoing down to 900 and it said that.
what i usually do when i am setting up my car is buy all the parts and upgrades before i buy the ECU. Once i buy everything, i put on the ECU, go to dyno and move all the numbers to 27. Then i take off the ECU and reinstall it. Go back to dyno and make the line. It'll say 100% at a very low number. By doing this, you can dyno down using about 75 points instead of 40, meaning you can lower your power a lot more than without using this method.
Try this when setting up your car and there is a certain point where you can't change the numbers any lower. This point is different depending on the skill level and power rating of the car. I've found that at lower skill levels and power, you can only change your dyno by maybe 10-15 points, but you can start changing it more drastically later with more power and higher skill level.
I've only been playing for 7 months so I'm still a noob, but i think this should help anyone having dyno problems.
