cjw21: First bug is fixed.

Second bug is fixed as well. I have restored you missing experience by 2422. When you get caught by the police RACING (such as the message states) you LOSE YOUR CAR *AND* 5% of your experience.

The only bug here was the calculation of the deducted experience points.

3000exp * 0.95 = 2850

You were brouht down to 428exp, so:

2850 - 428 = 2422exp missing. I've added it back to your account.
