I just start joining this game and was wondering how can i buy parts for my car? such as NA or Turbo.
my car is Ford Mustang LX - Hatch Back
n current driver skill is 2.
i try to open all the tuner shop but when i click on the specify parts there is nothing for me to install.
like tires or na electronics
is there special requirement for purchasing the parts?
nb: i click on the option to get in car after i purchase the car.

Not all of the cars have parts that you can buy. For low NW, try buying the Toyota Corolla or one of the Hondas. There's a thread that lists all the cars with/wihout parts for reference as well.
