figuratively speaking in any drag racing shows that i see some of those fully blown cars would run really fast with nitrous and a gob of fuel so i think it should also be the same reason that times should get faster if you get more upgrades in boost and nitrous...

Yeah, I think a car having 40HP running the same speed as a car with 1500hp is just plain silly. Weight may play a big factor in time, but c'mon... lets get a little bit more realistic.

it does play a factor, not a big enough factor, but containing to IDE, you have to mod it out. Also I believe that they should rework the calculations for fuel usage.
