Why is nobody able to Test & Tune? Is this so people aren't able to compete for WWIII.............

yo for some reason, i am having problems tuning my s2k and other cars, at first i thought it was the game and then i bought an EF, and i was able to TnT that car, but when i get into my s2k and tried to TnT that, it always says " you have entered an invalid number" when ever i press make run. i'm not able to get into the main TnT where i can adjust the tire pressures and suspension and camber. I am only able to do it on my EF. so i bought another s2k and same problem, then i bought at rx7 and same problem!! what is going on? am i doomed to have an EF the rest of this ROUND? my losing streak is going up thanks to this tuning problem!
