why did i not get the red name action i was in btp

hey i bought a crew car last session and i got it down to 11 seconds and this session it was still there, exactly how i left it. except it was running 15 seconds. i reinstalled the parts and dynoed and it made no difference, so i then removed it and bought a new 1 and once again it was running 15 seconds.
CAN ANY 1 HELP???????
